This is a 1/4" self-tapping screw that is 5/8" overall, and 3/8" under the head.  It has a zinc and dichromate finish, which gives it the remnants of yellow that are showing in the pictures below.  It is used to hold the cover on the hood release.  However, I can't find a source for it.
